Adam Tyler - Tornado Long-Term Recovery Committee Update

After the February 24th tornado, a Long-Term Recovery Committee was organized to assist the tornado impacted communities with their clean up and rebuilding activities.  Adam Tyler and the Committee are here this evening to provide an update on the status of these efforts.  The Board and Staff sincerely appreciates the countless hours that the Committee has devoted to the Appomattox County tornado-impacted communities.

Kelly Hitchcock, Region 2000 - Urgent Needs Grant Update

In July, Staff submitted a Planning Grant application to the Department of Housing & Community Development to assess the needs of the tornado impacted areas.  We received a grant for $30,000.  The Region 2000 Local Government Council managed the grant and as a result of the findings submitted an Urgent Needs Grant application for $879,760.  The Governor recently announced the award of the entire request.  Kelly Hitchcock is prepared to provide an overview of the grant award.  The Board and Staff appreciates the concerted efforts that Region 2000 has provided to this project.

Bobby Wingfield, Public Safety Director/Emergency Services Coordinator - Emergency Operations Plan Update

Mr. Wingfield has requested to appear before the Board to address questions that the Board may have concerning the updated Emergency Operations Plan. An email was forwarded to you on February 14th with a digital pdf copy of the plan as well as hard copies are available per your request.  A requirement of the locality is to update the EOP every 4 years.

Public Hearing 17-0049, New Energy Ventures (applicant), A & S Investments (owner)

17-0049 New Energy Ventures Inc (applicant), A &S Investments, Inc. (owner) has applied for a conditional use permit to operate a solar farm (resource extraction) property located off of Richmond Highway near Evergreen, Virginia.  The property is zoned A-1, Agricultural Zoning District and is identified as Tax Map Identification Number 78 (A) 17.  The project will utilize approximately 82 acres of an approximately 113.7 acre parcel.

Public Hearing 17-0052, Michael A. Henderson

17-0052-Michael A. Henderson (owner) has applied for a conditional rezoning of property at 1098 Oakville Road near Appomattox, Virginia.  The property is currently zoned A-1, Agricultural Zoning District. The proposed zoning is Conditional B-1, General Commercial Zoning District. The proposed use is a contractor yard. The property is also identified as Tax Map Identification Number 63 (A) 86 and is 1.5 acres in size.

Resolution for Emergency Operations Plan

Please review and consider for adoption the attached Resolution supporting Appomattox County's updated Emergency Operations Plan for 2017 as presented by Mr. Bobby Wingfield, Emergency Services Coordinator.

Appomattox County-Town of Farmville 911 Mapping Display Project

 Please approve the Geo-Comm contract for Appomattox County & Town of Farmville 911 Mapping Display Project to not exceed 350,000.00 the grant amount. This project will allow 911 Dispatchers locate 911 callers in both Prince Edward  County, Appomattox County and the Town of Pamplin  for emergency calls for service. This project is paid by the Virginia E-911 services Board on a reimbursement basis.

Resolution, 17-0049-New Energy Ventures, LLC/A & S Investments

A public hearing has been held and comments received.  Staff has prepared two resolutions for you to choose from.  Resolution A has the Planning Commission recommendation with the three conditions. This recommendation was made by a 6-1 (Almond dissenting) vote.  Resolution B incorporates the Planning Commission recommendation plus adds three additional conditions based on feedback from the Planning Commission and citizen concerns.  The additional conditions relate to buffering, fencing, and a decommissioning bond.

Ordinance, Conditional Rezoning 17-0052 Michael A. Henderson

A public hearing has been held and comments received.  The Planning Commission voted 6-0 (Almond abstain) to recommend approval of the Conditional Rezoning of 1.5 acres from A-1, Agricultural Zoning District to B-1, General Commercial Zoning District with acceptance of the proffer statement provided by Mr. Henderson.

Library Board of Trustees

At the January meeting, the Board instructed Staff to advertise the Wreck Island District Library Board of Trustees vacancy requesting that interested parties submit an application to the County. The advertisement ran in the Times Virginian newspaper for one week.  No responses were received.

Staff Recommendation:  Consider the appointment of a Wreck Island District representative to fill the Library Board of Trustees vacancy (4-year term ending December, 31, 2020).

 


CONSENT AGENDA

The Consent Agenda includes approval of all Bills, Minutes, Supplemental Appropriations, Line Item Transfers, and Fund Transfers.  Any item on the Consent Agenda shall be removed from the Consent Agenda at the request of any Board member prior to the vote on the Consent Agenda.  Items removed from the Consent Agenda shall be considered by the Board individually in order in which they were removed from the Consent Agenda immediately following consideration of the Consent Agenda.

Operating Reserve/Animal Control

RE: Lynchburg Humane Society annual payment.  The lease payment is due in January of each year.  In order to cover all of the Animal Control/Shelter expenses for FY 2107 to include the lease payment thru December 2017, a supplement to the 3501 budget is required.  Staff is requesting to move the budgeted Operating Reserve monies to cover the additional expenses.
