Urgent Needs Grant - Matt Perkins, Region 2000

Matt Perkins has requested to appear before the Board to answer questions concerning the Urgent Needs Grant award related to tornado rebuilding activities.  The purpose of the grant is to assist with the tornado-impacted, rebuilding/recovery areas.  Please review the attached documents and consider for approval.

Suggested Actions:  Staff recommends 3 motions:

 2.  A motion is in order to approve the Appomattox Tornado Recovery Project Management Team, as recommended.  The members are (to include the appointed Board of Supervisor member):

  •      Adam Tyler, Chairman of the Long-Term Recovery Group

2017 Unpaved Road Priority List - Don Austin, Resident Engineer, VDOT

Mr. Don Austin, Resident Engineer, VDOT has requested to appear before the Board to discuss the "draft" copy of the  2017 Appomattox County Rural Rustic Road Priority List.  Mr. Austin is presenting a "draft" list for your review in preparation for the Six Year Plan Public Hearing that will be scheduled in May.

National Work Zone Awareness Week - April 3-7, 2017 - Don Austin, Resident Engineer, VDOT

 In an effort to create Work zone safety awareness during National Work Zone Safety Awareness Week (April 3-7, 2017), Mr. Austin requested to appear before the Board requesting consideration for adoption of the attached resolution. 
 RE:  In Virginia in 2015, there were 2,600 work zone crashes resulting in 1, 416 injuries and seven fatalities nationwide. 
 
Staff Recommendation: Adopt the attached resolution recognizing the
Virginia Department of Transportation, its contractors and other
roadside workers by declaring April 3-7, 2017 Work Zone Awareness
Week in Appomattox County.

Salary Increase - Board

Since this is an election year, staff received verification from the County Attorney on the procedure for increasing the Board of Supervisors' pay if they chose to do so.

Mr. Lacheney's response is: 

"The Board can increase its salary via a simple motion and roll call vote.  The increase will become effective on January 1 AFTER there has been an election in which at least 2 seats are up for election.  (Code Section 15.2-1414.2)."

STAFF RECOMMENDATION:  Consider voting on the salary increase tonight or if you would like to place the vote on the agenda for  a future meeting.

"Proposed" Courtland Field Park Project

A group of private donors approached the Board with a proposal to develop Courtland Field into a public space/venue amenity.  Their request is to provide $300,000 of private contributions toward the project if the County and Town could provide a dollar for dollar match of $300,000 ($150,000 each). The group will continue to perform fund-raising activities and if more than $300,000 is received, these funds will be utilized to enhance the project area with no additional local funds match request greater than the $300,000.

On March 16, 2017, the Board approved for the County's property, Courtland Field, to be developed into a public park and for a portion of the project area to be included in the Department of Housing and Community Development Downtown Revitalization Grant Application which the Town of Appomattox will be submitting next week. Ms. Hitchcock, Region 2000, who is preparing the application explained to the Board that with the agreement for the use of the property as park space, the awarded amount toward the Courtland Park development portion of the project could be as much as $140,000.  Additionally, with a successful project award, the grant contribution would be applied equally towards the Town and County's $150,000  public match commitment (reducing each locality's final local funds match contribution to $80,000 each).

Staff Recommendation:  The Board to consider to "authorize the County's participation in the Courtland Field project with the County's match commitment not to exceed $150,000". 

CONSENT AGENDA

The Consent Agenda includes approval of all Bills, Minutes, Supplemental Appropriations, Line Item Transfers, and Fund Transfers.  Any item on the Consent Agenda shall be removed from the Consent Agenda at the request of any Board member prior to the vote on the Consent Agenda.  Items removed from the Consent Agenda shall be considered by the Board individually in order in which they were removed from the Consent Agenda immediately following consideration of the Consent Agenda.

S & P Global Ratings

S & P Global Ratings raised its issuer credit rating (ICR) to "AA-" from "A+" on Appomattox County, VA and its rating to "A+" from "A" on Appomattox County Economic Development Authority's (EDA) series 2010 lease revenue funding bonds supported by the County.  The outlook is stable for all ratings.  The upgrade reflects the County's sustainable strong financial performance, resulting in available reserves of over 30% of expenditures over the past three audited years.  A copy of the report is attached for your review.
