The meeting minutes from the January 23, 2017 meeting and the February 7, 2017 meeting are available for your review and approval.

Staff will provide the Directors with an update on the current financial statement.

Update-Project DRT

Staff has been working with Delta Response Team members to complete the local Performance Agreement, which is the companion document to the Tobacco Commission's Performance Agreement related to the $25,000 grant the County received for infrastructure improvements.

Staff will provide you with an updated copy of the local Performance Agreement and will review any changes with you.

Infrastructure Development

Staff will provide an update on the extension and utilities development of West Ridge Lane.

Courtland Field Enhancement Project

Staff will be providing you with an overview of the Courtland Field  Enhancement project recently approved by the Board of Supervisors.  Due to the public/private partnership aspect of the project, the EDA may become involved.

Consideration of Change to Legal Counsel

As of January, the County has employed a new County Attorney, Mr. Thomas Lacheney.  Mr. Lacheney also serves the counties of Powhatan and Orange as their County Attorney.  Mr. Lacheney has offered to provide his legal services to the EDA in addition to the County.

Motion to Convene in Closed Session

I, _____________,move that the Economic Development Authority of Appomattox County convene in Closed Session pursuant to Section 2.2-3711 A.3, A.5  and A.7 of the Code of Virginia, as amended, for discussion or consideration of acquisition or dispensation of real property would adversely affect the bargaining position of the public body; for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community; and for consultation with legal counsel and briefings by staff member or consultants pertaining to actual or probable litigation. WHEREAS, the Economic Development Authority of Appomattox County has convened a Closed Session this date pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and

 AND WHEREAS, Section 2.2-3711 A.3,A.5 & A.7 of the Code of Virginia, as amended, requires a certification by the Economic Development Authority of Appomattox County that such Closed Session was conducted in conformity with Virginia Law:

 NOW, THEREFORE, BE IT RESOLVED, that the Economic Development Authority of Appomattox County hereby certifies that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed in the Closed Session to which this certification motion applies, and (ii) only such matters were heard, discussed or considered by the Economic Development Authority of Appomattox County.

Economic Report-Workforce Investment Board

Please find attached the Economic Overview Report produced for Ben Bowman, Workforce Development Director, Region 2000.  Mr. Bowman has provided this information to assist you in economic development efforts.  The report provides current data on employment trends, wage trends, education levels and cost of living index.
